The LLRA have received notification, from LNT Care Developments on behalf of Tanglewood Carehomes, of a proposal to develop a new three-storey 72 bed care home for older people at the former adult education site on Long Leys Road, LN1 1EQ. The proposed site layout and building design are illustrated below and form the basis of planning application that we are advised has recently been submitted to Lincoln City Council.
The developers provide contact details below, if residents wish to comment on the application directly to them at an early stage. The LLRA assume that the planning application will soon be visible on the planning and building page of the Lincoln City Council website. Search postcode LN1 1EQ for details. Update (26/7/17):
The LLRA requested more information on impacts of traffic and car parking from the development.
The developers provided a Travel Plan which gives details on these and the following statement: “We have made provision for 18 car parking spaces in total based on our experience of operating care homes nationwide. Only in very rare cases do any of our residents own cars and as there are no restrictions on visiting hours and the shift patterns are spread out throughout the day, 18 car parking spaces is considered adequate. This is particularly as we encourage non car modes of transport where possible and there will be no more than 16 members of staff on duty at any one time – arriving at various different times and by various different means. The majority of our staff will come from the local area, usually within a 3 mile radius of the site and therefore non-car modes of transport such as cycling and public transport are a realistic option for many, as is car sharing. It is in our interests to make sure there is adequate parking for both staff and visitors to the care home and our design team work very hard to ensure this, as well as make sure access by emergency vehicles is entirely possible. Our care home designs meet and often exceed all necessary regulations and requirements both inside and out. The Planning Authority will of course consult highways officers on the scheme and take into account their views.”

Resident comment: The view from the North West looks wrong. That would be from within the allotments.
Developer response: The Computer Generated Images are not necessarily meant to be an exact representation of the proposed building, more an ‘artist’s impression’ type of illustration to help people visualise who may not be used to reading plans and elevations. As we have not accessed the allotments, we were unable to get an image from the north west to use.
Resident comment: Where will the deliveries be taken in?
Developer response: Deliveries in this type of home are usually limited to one 7.5 tonne vehicle per day delivering perishables. This will most likely pull into the drop off area and the goods will be delivered along the path and directly into the kitchen via the external door which is shown on the ground floor plan. You will see from this plan that this area of the home also contains the laundry and staff room etc., allowing all the ‘back of house’ facilities to be grouped together.
Resident comment: What will the old people do? There’s no community centre or any local facilities. There’s not even a sweet shop.
Developer response: Sadly, the majority of care home residents are unable to leave the homes unaccompanied, mostly due to health reasons, therefore lack of facilities in the immediate vicinity is not necessarily a concern. However, the proposed care home would have a large secured landscaped garden area which will enable them to enjoy the features such as raised planting beds, sitting out areas, wander paths and year round colour and interest in the gardens. Inside the proposed home there would be a multitude of features including a garden room, café, a hair salon, and several different lounges. Each home is different, however there will be a range of activities on offer, including arts and crafts, entertainment, dancing, picnics and themed evenings as well as excursions and film nights.

The LLRA forwarded residents comments on the development.
Resident comment: People who have nearby allotments are allowed to burn rubbish after tidying up their rented space on certain days and times. With windows open of the care home,, the burnt smells may affect the rooms occupied and elsewhere in the building. Does the care home have extractor fans capable to deal with this problem?
Developer response: The best course of action would be to close the windows at those specific times. We would also take a lead from what the residents of the nearby houses do. The only extraction system within the care home is likely to be for the kitchen, however I’m sure the planning authority will consult Environmental Health who will advise of the best course of action. We would be led by them.
Resident comment: A question about people visiting the residents in the care home, and concerning staff, is about parking on Long Leys Road itself and surrounding area. Are there any restrictions in place to avoid issues which could occur on the subject of parking?
Developer response: All parking will be within the site as shown on the site plan. Details are shown in the Travel Plan (link provided above). The Council would be responsible for any parking controls on Long Leys Road.
Resident comment: It is understood that the care home will not only accommodate the elderly but those with disabilities as well who are considered as adults. Is this correct?
Developer response: No. The home will accommodate elderly residential, nursing and dementia care only.
Notification from developer
This planning application proposes an important new local community care facility, residents of which will be expected to come from no more than three miles away or be associated with families/relatives resident within this same catchment.
The development is expected to generate between 40 – 50 new jobs, the majority of which will be offered to suitable candidates from the same three mile catchment. We would anticipate additional employment generation through the construction phase of the scheme, as well as opportunities for local businesses to provide services for the new home.
The principle of a care home has already been accepted on this site, and whilst the current proposal is for a care home, you will see on the enclosed site plan that the southern portion of the site is earmarked for development which will be the subject of a separate planning application. This element of the development is currently being designed and is likely to be independent living units, which will be part of the same ‘care complex’, will be accessed via the same entrance road and will share some communal garden areas.

Hopefully, the care home will have experienced staff to cope with 72 residents. Will there be a shift pattern in operation for those who need looking after, having special needs, and residents who require medication?
