Veolia: Vehicle Operating Licence Due For Renewal 28 Feb

Are you disturbed by early morning noise from Veolia HGVs around the Albion Works on Long Leys Road? If so, please read on….

The vehicle operating licence, for the HGV’s parked overnight at Veolia’s Albion Works operating centre on Long Leys Road, comes up for its 5-year renewal on 28 February 2020. The licence is managed by the Office of the Traffic Commissioner. As part of the renewal process, the Commissioner will consider any previous complaints relating to environmental suitability and general suitability of Veolia’s vehicle operating centre.

LLRA has already assisted a number of residents on Albion Close, Oakleigh Terrace and Long Leys Road to submit their complaints on the GVenv05 form required by the Traffic Commissioner. Complaints centre around early morning disturbance from vehicle noise and vibration. Some of these were originally lodged as part of the StopVeolia activity in 2017. To address the noise disturbance, LLRA has requested that Veolia’s vehicle operating licence is amended to prevent vehicle movements before 6am in the morning or after 8pm in the evening.

LLRA understand the Traffic Commissioner may choose to:

  • renew Veolia’s existing 24-hour 7 day a week licence or
  • call a public inquiry to consider any issues in more detail or
  • amend the operating licence hours

Any outcome would be known on or after Friday 28 February 2020, which is the last day for receipt of complaints.

If anyone is regularly disturbed by Veolia HGV activity at the Veolia site or on the Albion Works access road (up to the junction with Long Leys Road) then complaints can be submitted on form GVenv05: COMPLAINT ABOUT AN OPERATING CENTRE. The form also contains a summary of matters a traffic commissioner may consider. The nature of licencing means that noise disturbance only on public roads will not be taken into account.
