LLRA is asking residents whether they wish to spend £25,000 from the Long Leys Community Purpose Fund (S106) to part-fund a new and upgraded footpath to replace the now-closed one running by the quarry.

RESOLUTION: Should LLRA provide £25,000 from the Community Purpose Fund to part fund a new footpath between Albion Crescent and Yarborough Road?
Background
The footpath between Albion Crescent and the Burton Road roundabout has been closed since February 2024. There is no prospect of it ever being re-instated. Safety concerns around the quarry area make long-term repairs prohibitively expensive. LLRA have been exploring, with Lincolnshire County Council (LCC), realistic alternatives to this path and there is now a potential solution.
Proposed Solution
LCC propose to create a new official footpath from Albion Crescent across to Newt Hollow and Hobblers Hole (the existing track) to Whittons Park. This would link up to footpath 6 which runs alongside Whittons Park, taking the route up to Yarborough Road. Crossing the road at this point provides access to the path onto Mill Road and the Burton Road. Alternatively, walk up to Burton Road roundabout and cross there.
To make the footpath useable in all weathers it would be upgraded from a soil track to a water permeable gravel path along the whole route.
The entirety of the route would be improved, including alongside Whittons Park. The work needs to be done during drier months (Summer/early Autumn).
Costs and Funding
LLRA feels that there are significant community benefits to delivering an upgraded footpath.
The full cost of this project is circa £75,000. LCC have £50,000 funding currently available. There is no certainty this will be available long-term. LLRA is therefore seeking approval from the Long Leys community to contribute a maximum of £25,000 from the Community Purpose Fund (S106) for this project, to secure its long-term future.
Shouldn’t LCC Pay For it All?
As the ground that the previous quarry path ran over has eroded, there is no legal obligation for LCC to re-instate a footpath, or to provide an alternative. However, all parties recognise the benefits of having a new path, useable in all weathers, to permit safe off-road access to Whittons Park and the Burton Road from Long Leys.
